The European Semester cycle at February 2016
The Country Reports analyse each Member States economic and social policies. The main messages of the Country Reports are summarised in a Communication from the Commission.
The Country Reports of Bulgaria and Romania specifically mention deinstitutionalisation as a structural issue requiring further and continuing action:

18 Member States were identified in November 2015 in the Alert Mechanism Report as requiring an in-depth review in their Country Reports examining the existence and nature of possible macroeconomic imbalances. These countries are: Austria, Belgium, Bulgaria, Estonia, Germany, France, Croatia, Italy, Hungary, Ireland, the Netherlands, Portugal, Romania, Spain, Slovenia, Finland, Sweden and the United Kingdom.
