Community Living for Europe: Structural Funds Watch is an independent initiative monitoring the use of the European Structural and Investment Funds (ESIF), specifically the European Regional Development Fund and the European Social Fund and the implementation of the 2014-2020 ESIF Regulations in the transition from institutional care to community based living for all.
Central to the initiatives work is raising awareness of the significant potential of the 2014-2020 ESIF funding period to support the transition from institutional care to community based living and support services. We aim to build knowledge of the regulations and mechanics of the funds, highlight local, national and EU level actors who manage, monitor and control the funds and empower civil society participation in this change process.
The initiative seeks to provide information on innovative uses of the funds in relation to community and family based living and support services and outline the terms and conditions attached to the use of the ESIF.
We want to collect information on if and how the ESIF are being used on projects that develop and aid the transition to community based living. In order to do this we need to hear from individuals and organisations in countries receiving ESIF. Visit our INPUT NOW page and complete our survey. By completing this survey, you will help us identify promising practices and barriers faced in using the funds for deinstitutionalisation, as well as demonstrate whether and how the ESI Funds regulations are being implemented. Results will be used to support advocacy at the local level.

Functioning of the Initiative
The initiative is guided and informed by a Steering Committee comprised of organisations active in advocating for the 2014-2020 ESIF Regulations to ensure the funds support community based living and support services for all.
Who funds the Initiative
The initiative is jointly funded by LUMOS and the Centre for Disability Law and Policy. As an independent initiative monitoring the use of the ESIF we do not accept funding from the European Commission.
